Sounds like it was a money saving move on the station's part to me. He's still tracking for their sister-station WBWI-West Bend. That's odd. I see Ken Scott (WJVL PD) was promoted to VP/GM/PD of WBWI while JB was "kept" in his APD roll on WJVL. Looks/sounds like they were operating without a PD. Could be your answer you're looking for.
